With reference to Colonial Office letter 53863/37 of the 13th January 1938, on the subject of facilities for the anti-epidemic units sent to China by the League of Nations, I am directed by Mr. Secretary Eden to transmit herewith for the information of the Secretary of State for the Colonies a copy of a letter which has been received from the Committee for Technical Collaboration with China regarding the grant of privileged rates for cables despatched from Hong Kong on League of Nations affairs.

2. Mr. Eden understands that a good deal of telegraphic correspondence is necessary, especially in connexion with the anti-epidemic work, and it appears reasonable to him that the Committee's telegrams should receive the same treatment as official telegrams. He would therefore be grateful if Mr. Ormsby-Gore could see his way to grant this request, and would send the necessary authority to the Governor of Hong Kong.
